Question about wedding drinking?

I have a small wedding budget as well and am contemplating what to do about the bar situation. I think it will be better to give everyone 2 tickets. If they don't drink they can give their ticket to someone else. If you do an open bar even for an hour you will find people are extremely rude. You don't want people racking up your bill as fast as they can and filling up cups for later.
