Title of this Sci-Fi/Thriller/Action movie? ?

I saw this movie in the late 80's or early 90's. It had this humanoid who killed people by throwing some kind of laser disc (CD) boomerang and he sucked something (probably endorphins) out of living people's brains by sticking some kind of device into their noses. There was some cop who was investigating this. The final fight took place in some kind of factory. I'm not sure if I remember right, but the alien looked like human, was pretty tall, had long hair, his eyes glowed at some point and his clothes reminded 'bounty hunters' from the movie 'Critters'. So.. does anyone know this movie?
