Silent whistle for training dog not to bark.?

Hi folks, I need your help on this one. I am a psychology student and I know how to use contingencies of punishment and reinforcement. Here is the deal. My neighbors have this dog that keeps on barking and barking. They don't seem to do anything about it to stop the barking and often times they call his name and that is reinforcing the behavior of barking. I don't want to create any more troubles with them since overall " love thy neighbor" and calling the cops for barking noise is not necessary when I know I can train their dog from my yard. All I need to know is what brand of silent whistle I can use that it causes a good amount of discomfort on the dog when I blow it just that he ociates the dis pleasant "silent sound " with barking so he will be conditioned not to bark constantly. Any suggestions. The animal will not be hurt during this training purpose. I love dogs, I have 4 of my own. thanks so much community!
