How old should a child be to get child support?

im 13 and i feel that i should recieve the child support check the my mother gets every month. i dont live with her. i live with my grandparents. i have a brother but his dad works andlives with my mom..... my mom never buys me anything not even for my birthday or christmas. do you think i should be getting the check? i need stuff too like clothes and what-not ive been wearing the same clothes for like 2 years!
